Asia 2035: ASEAN AI Futures

A ten-year story about chips, jobs, and power in the age of AI.

By 2035, AI may shape every layer of Asia's economy. That runs from chips packaged in Penang to Manila contact centres and datacentres along the Straits of Johor. The real question is who it serves.

The premise

Why this project

Much AI futurism treats Asia as the hardware backdrop to a US-China race. ASEAN has its own decisions to make: tens of millions of workers in jobs exposed to AI, rapid datacentre and renewable build-out, and regional AI governance guidance that has barely been tested.

Asia 2035 centres those choices. It asks what agency the region can claim over hardware chokepoints, cognitive labour disruption, energy constraints, and the terms on which foreign AI systems are deployed in public services.

01. 2025 to 2026

The hardware squeeze and the open-weights surge

Two forces arrive at once: a tightening of who may buy the best chips, and a flood of capable models that anyone may download. The region discovers it is not a bystander.

02. 2027 to 2028

07. Timeline

A decade of turning points

  1. 2025

    Tiered access rules land

    Proposals to sort countries into tiers for advanced computing access are drafted, revised, and partly replaced by bilateral arrangements. The churn becomes the condition. Compute access is now a diplomatic variable.

  2. 2026

    Open-weight capability clears the commercial threshold

    Downloadable models become useful for contract summarisation, ticket triage, and document extraction in regional languages. They spread disruption well before the region can train frontier models.

  3. 2025

    Packaging becomes the binding step

    Advanced packaging and test capacity in Penang and neighbouring hubs is committed a year out. The back end of the semiconductor industry becomes its most contested segment.
